1.   <\/span>INTRODUCTION <\/span>\u524d\u8a00<\/span><\/span><\/h1>\n

1.1.  <\/span><\/span> <\/span>Storage and distribution are important activitiesin the supply chain management of medical products. Various people and entities are generally responsible for handling, storage and distribution. Products may be subjected to various risks at different stages inthe supply chain, i.e. during purchasing, storage, distribution, <\/span>transportation, repackaging, and relabelling.<\/span><\/span>Further, substandard and falsified products are a real threat to public health and safety. Consequently, it is essential to protect the supply chain against the penetration of such products.<\/span><\/span><\/p>\n

\u5b58\u8d2e\u548c\u8fd0\u8f93\u662f\u836f\u54c1\u4f9b\u5e94\u94fe\u7ba1\u7406\u4e2d\u7684\u91cd\u8981\u6d3b\u52a8\u3002\u642c\u8fd0\u3001\u5b58\u8d2e\u548c\u8fd0\u8f93\u4e00\u822c\u662f\u7531\u4e0d\u540c\u4eba\u5458\u548c\u5b9e\u4f53\u6765\u8d1f\u8d23\u7684\u3002\u836f\u54c1\u5728\u4f9b\u5e94\u94fe\uff08\u5373\u8d2d\u4e70\u3001\u5b58\u8d2e\u3001\u5206\u53d1\u3001\u8fd0\u8f93\u3001\u5305\u88c5\u4e0e\u91cd\u65b0\u8d34\u6807\uff09\u7684\u4e0d\u540c\u9636\u6bb5\u53ef\u80fd\u4f1a\u7ecf\u5386\u4e0d\u540c\u7684\u98ce\u9669\u3002\u53e6\u5916\uff0c\u52a3\u8d28\u4e0e\u5047\u836f\u5bf9\u4e8e\u516c\u53f8\u5065\u5eb7\u548c\u5b89\u5168\u6765\u8bf4\u662f\u4e00\u79cd\u73b0\u5b9e\u7684\u5a01\u80c1\uff0c\u56e0\u6b64\u6709\u5fc5\u8981\u4fdd\u62a4\u4f9b\u5e94\u94fe\u4e0d\u88ab\u6b64\u7c7b\u6e17\u5165\u3002<\/span><\/p>\n

1.2.  <\/span><\/span>This document sets out appropriate steps to assist in ful\ufb01lling the responsibilities involved in the different stages within the supply chain and to avoid the introduction of substandard and falsified products into the market. The relevant sections should be considered as particular roles that entities play in the storage and <\/span>distribution of medical products.<\/span><\/span><\/span><\/p>\n

\u672c\u6587\u4ef6\u8bbe\u7acb\u4e86\u4e00\u4e9b\u9002\u5f53\u7684\u63aa\u65bd\u6765\u534f\u52a9\u6ee1\u8db3\u4f9b\u5e94\u94fe\u4e0d\u540c\u9636\u6bb5\u4e2d\u6d89\u53ca\u7684\u8d23\u4efb\uff0c\u907f\u514d\u5c06\u52a3\u836f\u548c\u5047\u836f\u5f15\u5165\u5e02\u573a\u3002\u76f8\u5173\u90e8\u5206\u5e94\u770b\u4f5c\u662f\u5b9e\u4f53\u5728\u836f\u54c1\u8d2e\u8fd0\u8fc7\u7a0b\u4e2d\u6240\u62c5\u5f53\u7684\u7279\u6b8a\u8eab\u4efd\u3002<\/span><\/p>\n

1.3. <\/span>This guideline is intended to be applicable to all persons and outlets involved in any aspect of the storageand distribution of medical products from the premises of the manufacturer of the product to the person dispensing or providing pharmaceutical products directly to apatient or his or her agent.  This includes all parties involved in trade, storage and distribution of medical products, manufacturers and wholesalers, as well as other parties such as brokers, suppliers,distributors, logistics providers, traders, transport companies and forwarding agentsand their employees.<\/span><\/span><\/p>\n

\u672c\u6307\u5357\u610f\u5728\u9002\u7528\u4e8e\u836f\u54c1\u4ece\u751f\u4ea7\u5546\u573a\u6240\u5230\u76f4\u63a5\u5411\u60a3\u8005\u6216\u5176\u4ee3\u8868\u4eba\u5206\u53d1\u6216\u63d0\u4f9b\u836f\u54c1\u7684\u4eba\u5458\u7684\u6574\u4e2a\u8d2e\u8fd0\u8fc7\u7a0b\u4e2d\u6d89\u53ca\u7684\u6240\u6709\u4eba\u5458\u548c\u51fa\u53e3\u3002\u8fd9\u5176\u4e2d\u5305\u62ec\u4e86\u836f\u54c1\u8d38\u6613\u3001\u5b58\u8d2e\u548c\u8fd0\u8f93\u8fc7\u7a0b\u4e2d\u6240\u6709\u53c2\u4e0e\u65b9\u3001\u751f\u4ea7\u5546\u548c\u6279\u53d1\u5546\u4ee5\u53ca\u5176\u5b83\u5404\u65b9\u5982\u4ee3\u7406\u3001\u4f9b\u5e94\u5546\u3001\u5206\u9500\u5546\u3001\u7269\u6d41\u670d\u52a1\u65b9\u3001\u8d38\u6613\u5546\u3001\u8fd0\u8f93\u516c\u53f8\u548c\u8d27\u4ee3\u4ee5\u53ca\u5176\u96c7\u5458\u3002<\/span><\/p>\n

1.4. <\/span><\/span>The relevant sections of  this guideline should also be considered for implementation by,amongst others, governments, regulatory bodies, international procurement organizations,donor agencies and certifying bodies, as well asall parties involved in any aspect of the trade and distribution of pharmaceutical products, including health care workers.<\/span><\/span><\/p>\n

\u653f\u5e9c\u90e8\u95e8\u3001\u836f\u76d1\u673a\u6784\u3001\u56fd\u9645\u91c7\u8d2d\u7ec4\u7ec7\u3001\u6350\u8d60\u673a\u6784\u548c\u8ba4\u8bc1\u673a\u6784\u4ee5\u53ca\u836f\u54c1\u8d38\u6613\u548c\u5206\u9500\u6240\u6709\u65b9\u9762\u6d89\u53ca\u7684\u5404\u65b9\uff0c\u5305\u62ec\u536b\u751f\u5de5\u4f5c\u4eba\u5458\u5747\u5e94\u8003\u8651\u5b9e\u65bd\u672c\u6307\u5357\u7684\u76f8\u5173\u90e8\u5206\u3002<\/span><\/p>\n

1.5.  <\/span><\/span>The guidelines can also be used as a tool in the prevention of the distribution of substandard  and falsified  products. It should, however, be noted that these  are general guidelines which may be adapted to suit the prevailing situations and conditions inindividual countries. National or regional guidelines may be developed to meet speci\ufb01c needs and situationsin a particular region or country.<\/span><\/span><\/p>\n

\u672c\u6307\u5357\u4ea6\u53ef\u7528\u4e8e\u9632\u6b62\u52a3\u836f\u4e0e\u5047\u836f\u9500\u552e\u3002\u4f46\u9700\u8981\u6ce8\u610f\u8fd9\u53ea\u662f\u901a\u7528\u7684\u6307\u5357\uff0c\u53ef\u7528\u4e8e\u5e38\u89c1\u60c5\u5f62\u4ea6\u53ef\u7528\u4e8e\u5355\u4e2a\u56fd\u5bb6\u3002\u53ef\u5236\u8ba2\u56fd\u5bb6\u6216\u5730\u533a\u6307\u5357\u4ee5\u6ee1\u8db3\u7279\u5b9a\u56fd\u5bb6\u6216\u5730\u533a\u7684\u7279\u5b9a\u9700\u6c42\u548c\u60c5\u5f62\u3002<\/span><\/p>\n

1.6.<\/span>   <\/span>To maintain the original quality of medical products, every party active in the supply chain has to comply with the applicable legislation and regulations. Every activity in the storage and distribution of medical products should be carried out according to the principles of good manufacturing practices (GMP), good storage practice (GSP) and good distribution practice (GDP) as applicable.<\/span><\/span><\/p>\n

\u4e3a\u7ef4\u62a4\u836f\u54c1\u7684\u539f\u59cb\u8d28\u91cf\uff0c\u4f9b\u5e94\u94fe\u7684\u53c2\u4e0e\u5404\u65b9\u5fc5\u987b\u7b26\u5408\u9002\u7528\u7684\u6cd5\u5f8b\u6cd5\u89c4\u3002\u836f\u54c1\u8d2e\u8fd0\u8fc7\u7a0b\u4e2d\u7684\u6bcf\u4e2a\u6d3b\u52a8\u5747\u5e94\u6839\u636e\u9002\u7528\u7684<\/span>GMP<\/span>\u3001<\/span>GSP<\/span>\u548c<\/span>GDP<\/span>\u7684\u8981\u6c42\u6267\u884c\u3002<\/span><\/span><\/p>\n

1.7.   <\/span><\/span> <\/span>This guideline does not deal with dispensing to patients as this is addressed in the World Health Organization (WHO) good pharmacy practice (GPP) guide (xx<\/em>). These guidelines should also be read in conjunction with other WHO guidelines (xx<\/em>).<\/span><\/span><\/p>\n

2.    <\/span><\/span> <\/span>SCOPE <\/span>\u8303\u56f4<\/span><\/span><\/h1>\n

2.1.<\/span>  <\/span>This document lays down guidelines for the storageand distribution of medical products. It is closely linked to other existing guidelines recommended by the WHO Expert Committee on Specifications for Pharmaceutical Preparations, such as referenced in section (xyz<\/em>).<\/span><\/span><\/p>\n

\u672c\u6587\u4ef6\u7ed9\u51fa\u7684\u662f\u836f\u54c1\u8d2e\u8fd0\u6307\u5357\u3002\u5b83\u4e0e\u73b0\u6709<\/span>WHO<\/span>\u836f\u54c1\u8d28\u91cf\u6807\u51c6\u4e13\u5bb6\u59d4\u5458\u4f1a\u5efa\u8bae\u7684\u5176\u5b83\u6307\u5357\u7d27\u5bc6\u76f8\u5173\uff0c\u4f8b\u5982\u5728<\/span>XYZ<\/span>\u90e8\u5206\u6240\u5f15\u7528\u7684\u5185\u5bb9\u3002<\/span><\/span><\/p>\n

2.2. <\/span>Depending on the national and regional legislation, these guidelines may apply equally to products for human and for veterinary use. The guidelines thus cover products for which a prescription is required by the patient, products which may be provided to a patient without a prescription, biologicals, vaccines and medical devices.<\/span><\/span><\/p>\n

\u7531\u4e8e\u56fd\u5bb6\u548c\u5730\u533a\u6cd5\u5f8b\u4e0d\u540c\uff0c\u672c\u6307\u5357\u53ef\u80fd\u7b49\u540c\u9002\u7528\u4e8e\u4eba\u836f\u4e0e\u517d\u836f\u3002\u672c\u6307\u5357\u8986\u76d6\u5904\u65b9\u836f\u3001\u975e\u5904\u65b9\u836f\u3001\u751f\u7269\u5236\u54c1\u3001\u75ab\u82d7\u548c\u533b\u7597\u5668\u68b0\u3002<\/span><\/p>\n

2.3.  <\/span><\/span>The document does not speci\ufb01cally cover GMP aspects of \ufb01nished products in bulk, distribution of labels or packaging as these aspects are considered to be covered by other guidelines. The principles for the distribution of starting materials (active pharmaceutical ingredients (APIs) and excipients) are also not covered here.These are laid down in the WHO guidance \u201cGood Trade and Distribution Practices for Pharmaceutical Starting Materials\u201d(7).<\/em><\/span><\/span><\/p>\n
